Our team continues to produce articles and research work, and hosts conferences, workshops and seminars to help municipalities understand their internal challenges and respond to community needs.
At Barnacle, we collaborate with think-tanks to pursue policy impact in governance, development and the realization of Local Government Key Performance Indicators.
We analyze the dynamics that shape the role of municipalities and advise on how to strengthen their position on service delivery issues.

water and sanitation, roads and infrastructure, public safety, local economic development, project management and integrated development planning.
Policy Advisory
We provide expert advice on the formulation of municipal policies that address key areas such as urban development, environmental sustainability, and public health.
We then ensure these policies align with national standards and local priorities. Barnacle International conducts research and analysis to provide data-driven recommendations for policy improvements.
This includes assessing the impact of existing policies and suggesting adjustments based on emerging trends and challenges.
We facilitate consultations with various stakeholders, including community groups, businesses, and government departments, to gather input and ensure broad support for policy initiatives.
Drafting of By-Laws
We have a team on standby to draft by-laws that support the implementation of municipal policies and comply with national and provincial legislation.
This includes creating clear, enforceable regulations that address local issues and align with broader legal requirements. We facilitate public participation in the by-law drafting process,
ensuring that community feedback is incorporated into the final text.
This helps to build public trust and ensures that the by-laws reflect the needs and priorities of local residents.
We design by-laws with clear enforcement mechanisms and compliance measures, providing municipalities with the tools needed to implement and uphold regulations effectively.
Integrated Development Planning (IDP)
We assist in the development and refinement of the Integrated Development Plan (IDP), ensuring it reflects the municipality’s vision and strategic priorities.

Local Economic Development

We advise on, and support the development of long-term infrastructure plans that align with the municipality’s growth and development strategies.
Water and Sanitation
We assist in the planning of water supply and sanitation infrastructure projects. This includes planning for the upgrading of existing systems, expanding services, and implementing new technologies for efficient water management.
We ensure that water and sanitation projects comply with national regulations and standards, including those set by the Department of Water and Sanitation.
